EXCOM Teleconference Minutes

WDAFS 3rd Annual Retreat
The annual retreat will be held in Salt Lake City on November 16-17th at the Little America Hotel. Officers should directly contact Chapter Presidents to encourage them to attend or send a proxy.

AFS Parent Society Meeting in Baltimore
Our two bylaws changes (electronic voting, creating a standing committee for the grants funding committee) were approved at the Executive Committee Meeting. A motion was also made at the meeting (and it passed) so that any Division that co-convenes with the Parent Society that makes a significant contribution will take 10% in proceeds from the meeting.

At the Business Meeting, the Time and Place for the 2006 Annual Meeting was selected—Lake Placid, NY. It was also agreed that proceeds from the 2003 raffle would be dispersed to Canadians for travel scholarships to the 2004 Parent Society Annual Meeting.

Western Native Fishes Project
Tom, Eric, and Don have developed a prospectus for this project and have sent it to all EXCOM members. Eric proposed that we save the majority of discussion on this topic for the retreat.

Bull Trout Committee (Shelley Spalding)
The USFWS would like AFS to do a peer review of the USFWS Proposed Critical Habitat Rule for bull trout. It was first thought that this would have to be assigned to the Environmental Concerns committee, but Eric read in the bylaws that the Vice President can assign this to any committee. It was therefore decided that it should be assigned back to the Bull Trout Committee, and Lynn will be asked to develop the terms of reference for this subcommittee. She will also provide the names of several peoples who might serve on such a subcommittee, and Don will appoint 3 members to the subcommittee from her list.

2003 Annual Meeting (Tom)
The planning for the meeting is going very well. They are currently finishing the master schedule and all of the local arrangements are coming together.

We will discuss the budget for the meeting at the upcoming retreat.

A 2nd call for papers will be coming soon.

2004 Annual Meeting (Eric/Lynn)
There is still some debate over the meeting dates. The last week in February conflicts with Oregon and Idaho Chapter Meetings, but it we change the time it may conflict with other Chapters, the WFC meeting, and fieldwork. There was talk about changing the meeting date to late January so that it would correspond with the Society for Range Management meeting in Salt Lake City (begins 24-Jan-04). Eric will check with the hotel about availability in January and also September.

Environmental Concerns Committee—Klamath River Review (Bob)
Terms of reference have been developed and emailed to Executive Committee members. Potential members of the committee have been selected and need to be contacted. Yvonne is drafting an email to send to these individuals along with the terms of reference. We now need to focus on key points that need to be addressed.

The review process is slow and it was just learned that Bob has pneumonia.

Newsletter
New deadline for submission: ASAP! (this week) An article from the Lateral Line (Humboldt Chapter) and Terms of Reference will highlight issues on the Klamath. Eric will submit an article soliciting for award nominations. Don will contribute the President's Note, and Tom will include a call for papers for the 2003 meeting in San Diego. Information about the upcoming retreat will also be included.
